end of the third quarter of 2006 EnviroFuels Diesel Fuel Catalyzer
(DFC) manufactured and marketed by EnviroFuels was treating in
excess of 2,500,000 horsepower per day in various large diesel
engines.

EnviroFuels manufactures
and markets EnviroFuels DFC, which is a patented, and EPA Verified
technology developed by MDEChem and now owned by EnviroFuels.
EnviroFuels DFC reduces fuel consumption and toxic emissions from
combustion of hydrocarbons. DFC improves engine life thus reducing
maintenance.
Since the completion and
publication of the EPA/ETV tests in late 2004, EnviroFuels has made
significant progress in obtaining major customers in various
industries such as AGGREGRATES; CONSTRUCTION, DREDGING, LAND AND
OCEAN OIL DRILLING, MARINE SHIPPING, MINING, OIL AND GAS POWER
GENERATION AND RAILROADS.
MDEChem knows of no other
product that gives this significant return on investment from the
first day of use in reducing fuel consumption, extending oil
drainage intervals, reducing down time, bringing significant
benefits to the environment through the reduction of toxic gases
such as NOX, Carbon Monoxide, Carbon dioxide and Unburned
hydrocarbons, and opacity (black smoke).
Customers can apply for
emissions credits based on EPA/ETV results when using EnviroFuels
DFC. These benefits, which can be of value to customers. Emissions
trading credits have become a world wide market are as follows: 9%
reduction in NOX; 10% reduction in Carbon Dioxide emissions; 39%
reduction in Carbon Monoxide emissions and 27% reduction in unburned
hydrocarbons PLUS A 10% REDUCTION in fuel consumption.
EnviroFuels DFC is the
only product on the market to offer these benefits to customers. As
more and more companies decide to become green, the DFC sales will
continue to accelerate because of regulatory pressures and desires
of entities to become green.
MDEChem currently owns
25% of EnviroFuels, LLC and receives 10% interest in its profits for
technology transfer fees.

One year ago MDEChem, Inc. (MDKM-Pink Sheets), a biotechnology
research and development company, provided it’s shareholders a
summary analysis of the U.S., EPA ETV (Environmental Technology
Verification) program related to testing of EnviroFuels Diesel Fuel
Catalyzer that was released in August 2005. MDEChem is a major owner
of EnviroFuels, LLC Units.
The EPA ETV Report clearly
demonstrated that EnviroFuels Diesel Fuel Catalyzer (DFC) reduces
fuel consumption and harmful pollution emissions; truly a
significant industry breakthrough.
EnviroFuels, since the release
of this report and for the past year with new infusions of capital
and customer participation, has been conducting significant testing
of its Diesel Fuel Catalyzer with major customers in the marine,
railroad, power generation and mining industries.
These tests are starting to
result in sales. EnviroFuels sales chart has been reading positive
each quarter for the past 3 years and the positive increases have
been accelerating in recent quarters.
A DFC customer can expect the
following benefits: Reduction in fuel use, reduced exhaust gas
temperatures, reduced carbon deposits, lower coefficient of
friction, reduced opacity, reduced emissions and reduced engine
maintenance. These benefits and the current level of diesel fuel

is pleased to announce that the U.S. EPA ETV (Environmental
Technology Verification Program) has published the results
of the ETV test on " EnviroFuels Diesel Fuel Catalyzer"
on the www.sri-rtp.com website.
The U.S. EPA created the
Environmental Technology Verification Program(ETV) to
facilitate the deployment of innovative or improved environmental
technologies through performance verification and dissemination of
information. The program’s goal is to further environmental
protection by accelerating the acceptance and use of these
technologies. The ETV program achieves this goal by providing
high-quality, peer-reviewed performance data to technology
designers, purchasers, distributors, financiers, remitters, users
and the public. "The Greenhouse Gas Technology Center at
the Southern Research Institute and the EPA’s National
Risk Management Research Laboratory collaborated with EnviroFuels to
evaluate the effects of the Diesel Fuel Catalyzer. Members of
the peer review committee included Environment Canada and the
New York State Department of Environmental Quality.
Registration of
medicines-
MaxHeal is registered in Costa
Rica (MS-BP 2101-9996) The Costa Rica sanitary
registration for MaxHeal in an aqueous solution was obtained
10/12/1999 and sanitary registration for MaxHeal Gel was
approved 04/24/2001.
FDA compliance-
The FDA includes as relevant in their
evaluation of an OTC monograph experience generated outside the US.
If a product satisfies the 5-year eligibility marketing and use
requirement and the product has demonstrated that it is safe and
effective it can then be listed and marketed as GRAS/E or
generally regarded as safe and effective.
European
market-
Dr. Feoli has a draft of license
agreement in hand with an Italian pharmaceutical corporation. This
agreement takes advantage of work already done in Costa Rica. A
simplified application using the category of "medical device 2",
would allow registration by simply "notifying" the Ministry of
Health. The fact that product is in the market also is valid in
Europe. Such registration would open the whole European Union. Dr.
Feoli is preparing all information on this agreement for the MEDQ
Board of Directors.
Letter of
Understanding-
Fred Fischer, Director of
MDEChem and Med Quimica, S.A. reviewed the Letter of Understanding
signed in Costa Rica on July 25, 2004 between MDEChem, Inc. and Dr.
Enrique Feoli. The Letter of Understanding calls for five directors
to be appointed to the Board of Directors for Med Quimica S.A. Those
directors are Mauricio Salazar, Jim Stricklin, Fred Fischer, Dr.
Enrique Feoli and Lyda Feoli. The Letter of Understanding
details each companies mission statement, plus all royalty,
licensing, cross licensing and marketing arrangements for the
manufacture and distribution of product worldwide
This
Letter of Understanding replaces a previous Letter of Understanding
signed April 20, 1999 The letter of understanding signed July 26,
2004 changed the ownership structure of M.E.D. Qumicia S. A. from
55% MDEChem, 45% Feoli to 40% MDEChem, 40% Feoli and 20% Treasury
Stock for potential investors.
